Institutional Development Programme for Land Administration (IDPL) is based on the guidance of the President of the country, Mohammad Ashraf Ghani, and the tireless efforts of the Ministry of Urban Development and Land in close co-ordination with Turkey, in order to create a modern, transparent and sustainable land-based system based on contemporary technology. The program consists of three main sections covering sub-sectors;
The first part includes the creation of geographical information infrastructure in three sections of the geodetic infrastructure, the establishment of basic maps and the land information system and information technology. Establishing a coordinate system, creating operational, guidelines and procedures, registering land information in a comprehensive and electronic system, connecting central and provincial offices, and safeguarding stored numbers are among the most important of these areas.
The second part includes the land registration system; includes a land survey, land registry, effective land management and property management system, and the distribution of deed on governmental guarantees.
Part III: Includes land policy and capacity building, including the development of national land fertilizers, the creation and equipping of a technical and training institute for the Ministry of Urban Development and Land.
The implementation of this program will start from large cities and gradually develop into all parts of the country within the next five years; the traditional, timely, and time-consuming process of land management of the country will become a modern, transparent and sustainable system.
