DM Finance and Administration

The Deputy Ministry of Finance and Administration, contains of six directorates and a department, works under the organization structure of the Ministry of Urban Development and Land – MUDL. The following directorates work under the deputy ministry:

Directorate of Finance and Accounting: The Directorate of Finance and Accounting of the Ministry of Urban Development and Land – MUDL, as a financial directorate: has the responsibility to manage, watch and control the advancement of financial affairs, arranging regular and developmental budget of the ministry, managing annual planned and arranged budget based on monetary resources and its implementation in central and provincial units of the ministry. Moreover, the directorate has the responsibility of ensuring the allocation of approved budget by the Ministry of Finance, supervising and taking care of salary transferring, buying and summarizing treasury affairs, executing expenditure forms and money transferring.

Directorate of Revenue: The Ministry of Urban Development and Land – MULD within the framework of the Islamic Republic of Afghanistan is one of the earning ministries of the country. In this regard, the Directorate of the Revenue is responsible for regulating incomes and raising the level of national revenue for the purpose of economic growth and self-sufficiency.

Administrative Directorate: Keeping in view the general policy of the Ministry of Urban Development and Land – MUDL, Administrative Directorate has the executive power, which is working on planning and organizing policies and organizational guidelines, supervision, control and checking the administrative equipment and tolls and computers of offices in capital and provinces, prioritizing in providing services and suggestions in implementation of work systematically, checking and controlling policies, procedures and standards, administrative protocol and making sure the development and implementation of executive affairs. Moreover, the Administrative Directorate, has the responsibility of assessment and suggesting the required budget based on annual working plan, supervising and controlling transport system and other parts of service providing.

Directorate of Logistic and Procurement: The Directorate of Logistic and Procurement of the Ministry of Urban Development and Land – MUDL, is working under the Financial and Organizational Deputy of the ministry. Moreover, the directorate is responsible in providing required items in the ministry, building and reconstructing working offices, contracting projects, arranging logistic plans and coordination between funding teams in capital and provinces.

Directorate of Human Resources: The aims of the Directorate of Human Resources are; planning, arranging and coordinating effectively implementing the management strategy of human resources in providing; keeping, developing, Detaching and connecting employees and other related duties to the human resources in accordance with the rules of employees, and civil services, regulation and other legislative documents. Moreover, the responsibilities of the Directorate of Human Resources of the Ministry of Urban Development and Land – MUDL; are planning programmes related to the directorate based on aims and programmes of the ministry according to the policies of government, managing and arranging plans related to the directorate.

Directorate of Information, Technology and Communication: Directorate of Information Technology and Communication is specifically working in the areas of information technology, communication and systemizing. However, the directorate is responsible to create ground to use technology facilities in strengthening the ordered affairs, transparency and accelerating the implementation of daily activities.

Gender Department: The Gender Department is working under the financial and organizational deputy of the Ministry of Urban Development and Land – MUDL, which aims to create equality between men and women and women empowerment. Moreover, this department based on standpoint of the government of Afghanistan and the gender policy of the MUDL, to increase the awareness between the employees about the implemented rules, provide an atmosphere free of violence for both men and women, eliminating gender discrimination and strengthening women’s presence in the ministry.
