The program of registration of Informal urban areas was established on the basis of Article 112 of the Land Settlement Law, aimed at the survey and registration of homes in informal areas, distribution of property documents and the conversion of informal areas to the best urban areas through the implementation of improvement plans and rehabilitation program.
In the first phase, the program began in the cities of Kabul, Herat, Mazar-i-Sharif, Jalalabad, Kandahar, Farah, Bamyan and Nili. Over the past two years, more than 600,000 formal and informal homes have been surveyed.
The process of distribution of the property certificates to the informal urban areas has begun, and so far, 1,000 land titled in Kabul, 1,000 in Herat, 500 in Jalalabad, 500 in Bamiyan, and 500 land documents distributed by H.E President Ashraf Ghani in the informal houses of the city of Nilli. Moreover, distribution of 2019 is scheduled for a total of 40,000 national documents and until the end of 2020; 50,000 other property documents will be distributed to the informal areas of the eight cities mentioned.
