City for All (CFA) Steering Committee Holds Meeting
City for All Programme steering committee meeting held, which was chaired by H.E Mohammad Jawad Peikar Acting Minister of Urban Development and Land – MUDL that was attended by deputies of the ministry, directors and representatives from Independent Directorate of Local Governance, Kabul municipality and UN habitats.
Initially, the meeting kicked off in reference to the previous meeting including the modification in municipality law, registering informal houses, distribution of occupancy certificates, addressing Kabul areas and how to arrange urban developmental plans that was read and provided information about developments.
Subsequently, H.E Mohammad Jawad Peikar guided the municipality of Kabul and the Independent Directorate of Local governance to bring the modifications into books in one month and present it in the upcoming meeting.
In addition, emphasis was placed on the registration of informal houses and the distribution of occupancy certificates to the municipalities of Kabul, Herat, Mazar-e-Sharif, Jalalabad, Farah, Kandahar, Nili and Bamyan to accelerate the process of registration of informal and unplanned houses to help the Ministry of Urban Development and the UN Habitat in vanishing the obstacles and implementation of the program. The ministry added: the regulation on registration of informal urban properties will be modified and will soon be submitted to the Cabinet, which will speed up the process of distributing occupancy certificates to informal urban areas.
Furthermore, according to the Agenda, recent developments to the city for all programme presented to everyone during a presentation, the presentation presented detailed information on the registration of 775,405 informal houses in eight cities, completing the process of identifying more than 47,000 beneficiaries, distributing 13,875 occupancy certificates, initiating the process of addressing the Kabul areas, starting the arranging of the development plans and commencing the implementation process of 102 developmental and settlement projects of the urban informal areas.
H.E Mohammad Jawad Peikar called the informal urban registration program one of the priority programs of the President of the Islamic Republic of Afghanistan and one of the most influential programs of the Ministry of Urban Development and Land and emphasized on accelerating the process of registering houses and distribution of occupancy certificates. In addition, the UN Office in Habitat was asked to fully cooperate with the Ministry of Urban Development and Land in the development of a comprehensive database for the informal urban registration program.
According to agenda, information was provided on the 2,500 residential housing survey and registration in Herat's Maslakh Township, where they received financial resources to better implement the reconstruction, resettlement plans and the distribution of occupancy certificate to the residents of the township.
H.E Mohammad Jawad Peikar has assigned the deputy minister of construction affairs of the ministry in coordination with the UN habitat to design a clear action plan in order to better implement the reconstruction Plan, register homes and the Distribution of occupancy. The deputy minister has also tasked with mobilizing the human resources needed to carry out the surveys and registering houses of the mentioned township in Herat province and asked the UN Habitat to help and train the ministry’s staff in the survey and registration of houses and related matters.
At the end, decided that the next meeting of the Steering Committee of City for all programme would be held in January, 2020.
