Since 2017, Roshaan Wolusmal is working as Deputy Ministry of Urban Development Affairs at the Ministry of Urban Development and Land - MUDL

Shir Ahmad Wolusmal has been working since 2018 as head of Urban Affairs Deputy Minister office of Ministry of Urban Development and Land of I.R of Afghanistan.

he Deputy Ministry of Urban Development Affairs of within organizational framework of the Ministry of Urban Development and Land – MUDL is having 8 directorates which are the following:

Directorate of Urban Management Information System: This directorate is responsible for the management of online urban and construction projects, enhancing coordination between municipal sector agencies, recording information and programs in a single system, providing information on how to implement programs and projects to the general public and partner offices, providing services and transparency in the implementation of programs and projects.

Directorate of Local Development Plans: The directorate is responsible for preparing and developing local development plans for all the provinces of the country, developing policies, strategies, rules, regulations, and procedures for the relevant departments to plan, arrange and implement final plans and make them available to relevant bodies for coherence of plans and programmes purposes. Moreover, it is the responsibility of the directorate to establish mechanism to coordinate and coherence planning activities for the effective use of research, studies and plans.

Directorate of Urban Framework Development and Urban Zoning: The directorate is responsible for designing and arranging the urban planning framework for cities, urban design, zoning of residential areas, commercial, educational and green areas in all cities of the country to determine the urban development for next fifty years.

Directorate of Technical Infrastructure Design: The tasks of this directorate are the preparation of engineering plans and technical plans, design, arrangement and visa of technical infrastructures for public and private settlements with the design of technical infrastructures are the duties of the directorate.

Directorate of Survey and Technical Studies: The Survey and Technical Studies Directorate is responsible for designing the relevant developmental plans, topographic survey, field survey, project management resources, analysis and evaluation of the site prior to implementation of each project within the framework of the Ministry of Urban Development and Land.

Directorate of Water Supply and Canalization Affairs: The directorate is responsible for drafting strategic plans in water supply and canalization sector; reviewing and monitoring the performance of various urban water supply, technical and environmental monitoring of private water supply and canalization companies. Also, facilitating water supply projects related to the ministry; preparing and arranging regulations, water supply guidelines, canalization and environmental impacts are the duties of the directorate.

Directorate of Preserving the Ancient Cities: This directorate is responsible for restoration, repairing, preservation and taking care of the ancient cities of Afghanistan and historical sites across the country for the purpose of preserving and enhancing cultural identity of Afghanistan.
