First Meeting of the Steering Committee of Afghanistan Land Administration System Project Holds
First meeting of the Steering Committee of the Afghanistan Land Administration System Project held under the leadership of H.E Mohammad Jawad Peikar and the inclusion of representatives from Ministries of Justice, Energy and Water, Agriculture, Irrigation and Livestock, Directorates of National Environmental Protection, Central Statistical Organization, Independent Directorate of Local Governance, Kabul Municipality, Kabul Polytechnic University and Afghanistan Surveyors Association.
At the beginning of the steering committee, the Acting Minister of Urban Development and Land – MUDL at describing the comprehensive history of land management mentioned that based on the decree from the Office of Chief of Staff to the President of Islamic Republic of Afghanistan, the steering committee will have a meeting with 9 governmental and academic entities for the purpose to implement and strengthen coordination in implementation of Afghanistan Land Administration System projects.
Mr. Mohammad Jawad Peikar said, the ministry in light of the guidance from H.E President of the Islamic Republic of Afghanistan, based on the international land management studies, arranged the Institutional Development Programme for Land Administration that the Afghanistan Land Administration System Project funded with 35,000,000 dollars by the World Bank, Technical Assistance of Afghanistan Geodesy and Cartography and Turkish Cooperation and Coordination Agency (TIKA).
In addition, the acting minister of the Urban Development and Land affirmed that the Afghanistan Land Administration System Project will be first implemented in Kabul and Herat province, which will lay down the foundation of a strong infrastructural in Land Management.
Subsequently, Mr. Sedat Bakici, senior technical advisor of the Ministry of Urban Development and Land presented a presentation about the how to implement goals, the role of involved institutions, vision of developmental programme of land management and land management system programme.
Furthermore, he added for the first time modern technology has been used in the implementation of this programme, in addition to modernizing land management system through land registration and property services, this lays foundation to provides full scale real estate security, issuance deeds with government guarantee and the payment and property tax receipt.
Meanwhile, the members of the Land Management System Project Steering Committee then welcomed and expressed their willingness to cooperate in the implementation of the project.
Subsequently, H.E Mohammad Jawad Peikar mentioned that a draft of the Memorandum of Understanding has been arranged to jointly implement the programme and that practical work will be initiated upon its signature.
At the end, of the meeting, the Head of the Ministry of Urban Development and Land, while emphasizing the continuity of the meetings of the Steering Committee, acknowledged that with the implementation of the Institutional Development Programme for Land Administration (IDPL) and the Afghanistan Land Administration System Project, the problems of the last century will be resolved and a roadmap will also be created.
